A verification someone can actually check.
Most VOCs are a signature on a form nobody can trace. This one carries the SME who watched it, the assessor who decided it, and a certificate a gate can scan.
Say this first
A VOC verifies competency a person already holds. It is not a nationally recognised Statement of Attainment, and it is not a High Risk Work Licence. Where a licence is required, the licence is still required.
How it runs
Two people, two jobs, one record.
The person who watches the practical is rarely the person qualified to make the competency decision. Pretending otherwise is where most VOC paperwork falls over at audit, so the pack separates the two roles and captures both.
Step 01
Buy the pack for the plant
One unit, one pack. The documents that make a verification defensible rather than a signature on a form somebody has already lost.
Step 02
Register the SME
The person who actually watches the practical. Their identity, credentials, currency and impartiality are captured once, verified once, and reused across every job inside their scope.
Step 03
Run it
The SME completes the observation against the checklist, on the make and model the candidate actually operated — not on the machine the form happened to name.
Step 04
Submit for sign-off
A TAE-qualified assessor reviews the evidence and makes the competency decision. That is a separate job from watching it, and the record shows both.
Step 05
Hold the certificate
The outcome record, and a certificate carrying a QR code anyone can scan to check the verification is real and still current.

The part that matters
The certificate has a public verification page.
Every certificate carries a number and a QR code. Scanning it opens a page that says whether the verification is real, what it covers, and whether it is still current — without exposing anything else about the person.
That is the difference between a certificate and a printout. A printout is worth what the person holding it says it is worth; a certificate that can be checked at the gate is worth what it says.
Certificate numbering is TW-VOC-{org}-{year}-{sequence}, with a separate random token behind the QR code so a number cannot be guessed from the one beside it.
