S2 Legislation, codes of practice and standards
- The Work Health and Safety Act — sets out the primary duty of care of a PCBU (person conducting a business or undertaking) to ensure, so far as is reasonably practicable, the health and safety of workers, and the duty of workers to take reasonable care and comply with reasonable instructions.
- The Work Health and Safety Regulations — Part 4.4 (Falls) requires that risk of a fall from one level to another that is reasonably likely to cause injury be managed, with specific duties around fall prevention, work positioning and fall-arrest.
- The Code of Practice: Managing the Risk of Falls at Workplaces — practical guidance on how to meet the Regulations. Courts may regard an approved code as evidence of what is known about a hazard and what is reasonably practicable.
- Australian Standards, including: AS/NZS 1891 series (industrial fall-arrest systems and devices, harnesses), AS/NZS 1657 (fixed platforms, walkways, stairways and ladders), AS/NZS 1892 series (portable ladders), AS 2550.10 (elevating work platforms — safe use), and AS/NZS 4576 (scaffolding guidelines).

How the mapping is proved
Nobody types the matrix. Every block in the pack names the performance criteria, performance evidence and knowledge evidence it addresses, and the matrix is computed from those names at build time — 48 requirements, 0 taught, 0 assessed, 48 gaps. A requirement with nothing pointing at it cannot be hidden, because nobody wrote this table.
