Three of the 22 observables · T1 Element 1 — Plan and prepare for risk management

  • Candidate physically locates and opens the relevant documents (site risk management procedure, SOP/SWMS, permit requirements, SDS, plant manual, risk register). Checks the VERSION is current and the SCOPE covers today’s conditions. Can state what each document requires of them and distinguish mandatory ("must"/"shall") from guidance ("should"/"may"). Does not rely on memory or assumption.
  • Candidate defines the boundary of the assessment, breaks the work into steps, and physically walks the area (looks up, down, behind, at access/egress and adjacent activity). Uses a structured prompt or hazard-category list rather than only naming the obvious hazards. Covers change (what is different today), stored energy, and slow-onset hazards. Records each hazard specifically enough to be located by someone else.
  • Candidate identifies the controls that ALREADY exist for each hazard and then physically checks whether each one is actually in place, correct, in date and working — not just that it is written down. Correctly identifies any control that is bypassed, defeated, expired, faulty or ignored, and treats it as absent.

How the mapping is proved

Nobody types the matrix. Every block in the pack names the performance criteria, performance evidence and knowledge evidence it addresses, and the matrix is computed from those names at build time — 50 requirements, 21 taught, 0 assessed, 50 gaps. A requirement with nothing pointing at it cannot be hidden, because nobody wrote this table.
